The video shouldn’t also exceed 50 MB in size. Video formats allowed are: .avi, .mov, .mpg, .mp4, .mpeg, and .wmv. I’m yet to be admitted into a college or University, Can I still apply?

Yes, you can. People who are between the ages of 18 and 24 [inclusive], can apply for the scholarship, even if they are yet to be admitted into a college or university. But understand that the money of the scholarship would only be given to you when you gain admission into a college or university.
