Russian Government Scholarships

International students, immigrants, and Russians living abroad can apply for state scholarships on the same terms as Russian citizens once they pass Uniform State Examination (EGE) or entrance exams. Moreover, every year Russian government provides ‘state-funded spots’ for international applicants at universities. 18,000 such spots were granted in 2021. 

The government scholarship includes free tuition for the entire duration of the chosen program; dormitory accommodation (if available) and maintenance allowance (for the entire duration of study regardless of the candidate’s success). The government scholarship does not include living expenses, travel costs, and voluntary health insurance policy. International students, mostly university graduates, who are completing internships in programs of additional vocational education (career advancement or professional training) will receive accommodation in the dormitory of their university. However, they will do not receive a maintenance allowance. 

The Rossotrudnichestvo (The Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad, and International Humanitarian Cooperation) handles the allocation of quotas through its international network of offices and embassies of Russia abroad. 

If the application committee considers the application to be outstanding, the applicant will be recommended for a scholarship. Full-tuition scholarships may be awarded to winners of various student competitions.

Have in mind that the Russian government scholarships cover only the cost of tuition. All other costs (including accommodation at Russian University dormitories) must be covered by the student.

Russian Government Scholarship Eligibility Criteria

The Russian Government Scholarship amount offered to international students shall be fixed and granted to foreign nationals or international students for the entire duration of their studies. However, each year it will be necessary to keep the scholarship with good academic performance. This means that a recipient should meet the following requirements listed below:

  • Not be subject to disciplinary action in the form of reprimand
  • Upon completion of each and any interim assessment (before retakes), he/she should have no more than two grades lower than 6 (on a 10-point grading scale)
  • Not miss any assessments for no valid reason.

Please note that a foreign national or an international student may be granted only one scholarship at a time. if he/she is eligible for more than one scholarship from the table, he/she may select only one scholarship at his/her own discretion.

How to Apply for the Russian Government Scholarship?

Step 1: Choose Programmes

Get to know all the Russian Government Scholarship graduate programs (both English- and Russian-taught) in the program catalog. The program catalog lists all master’s programs, which can be presented by the Russian University campus, fields of study, the language of instruction, etc.

To find information about the selection of international applicants, go to the website Studyinrussia.ru.  Announcements are also published through the Russian Embassy in your country or on the websites of the Rossotrudnichestvo representation.

Once you have decided while programs you wish to apply to study:

Step 2: Submit an application form

After registering on the website, fill out an electronic form and submit your application. Please fill out details such as Personal information (full name, date of birth, e-mail, country of residence, and contact telephone number – you will receive updates about the status of your application);  field of study, Profession, or specialization you are applying for (you can change this information at any time before you have completed the relevant tests); Level of your current education; Level of Russian. You can choose up to six universities where you would like to study (from those universities available within the quota). But you can not choose more than three in one Federal Constituency; in Moscow and St. Petersburg – no more than two in each city. 

Indicate the university you like most of all as your first choice in your application form. Then list other schools in descending order according to your preferences. All of the above can be submitted in hard copy to the united operator. 

Step 3: Application Evaluation

Wait for an invitation to participate in the selection process (interviews, tests, examinations). The operator can email you directly or publish the schedule of interviews, tests, and examinations on its website. This depends on the country, Please address your inquiries regarding this stage to the office of the operator in your country. The tests and examinations are organized by a working group that will issue a list of results containing information about all participants and their scores. 

Step 4: Prepare your documents

Among the documents you will need to prepare are A copy of your passport (must be valid for at least 18 months from the date of your planned arrival in Russia) or a copy of your birth certificate; Copies of documents/certificates confirming your qualification received in a foreign country or current level of education.

Step 5: Enrolment 

The information on enrollment published on the official website of the united operator in your country can also be mailed directly to the applicants (confirm this in the relevant representative office of Rossotrudnichestvo). Applicants or international students who cannot speak and understand Russian to a degree sufficient for study in their chosen subject are enrolled in a preparatory department. They spend one year studying Russian and several general education disciplines (Mathematics, Chemistry, Physics, Biology, etc.) depending on the chosen field of study. 

Applicants, who pass the final examinations, will be allowed to continue their studies in their chosen subject. On the other hand, students who do not pass their exams, lose their right to free tuition or scholarship. If you are on the list of successful candidates, please prepare additional documents such as a doctor’s certificate (medical certificate) confirming that there are no medical reasons not to accept you to a Russian university, including the results of an HIV test; Copies of documents (notarized and translated into Russian). 

The documents should be attached to the electronic form and submitted online or delivered in hard copy to the operator. Information about candidates reaches the central office of Rossotrudnichestvo in Moscow, after which the Ministry of Science and Higher Education of the Russian Federation receives it and adds it to the information base Russia-edu.ru. Applicants receive an ID after registration, allowing them to access the information system Russia-edu.ru and track the application status. 

Successful applicants should wait for a letter/notification confirming their enrollment in the university and containing information on the next steps. This information will be relayed by a representative of the united operator in your country*. *In certain cases, additional examinations (creative contests) in the universities may be required from applicants interested in enrollment in Arts and Humanities. For this, applicants will need to come to Russia on a tourist visa to sit for the exam. The decision to accept/decline a particular applicant will be made based on the results of the additional examinations (creative contest).
